MoRTH includes Devices for Indirect Vision for the purpose of Rear View vide CMV (Second Amendment) Rules, 2024

Central Motor Vehicles Rules, 1989 revised vide the Central Motor Vehicles (Second Amendment) Rules, 2024 including Devices for Indirect Vision under the purview of these Rules.

On 15-1-2024, the Ministry of Road Transport and Highways notified the Central Motor Vehicles (Second Amendment) Rules, 2024 to amend the Central Motor Vehicles Rules, 1989. The provisions came into force on 15-1-2024.

Key Points:

  1. Rule 125 relates to the security measures such as safety-belt, collapsible steering column, auto-dipper and padded dashboards.

    According to sub-rule (2), all motor vehicles were supposed to be equipped with a rear-view mirror.

    Now, with advancement of technology, the purview has been extended and the “device for indirect vision” has been inserted in addition to the rear-view mirror.

  2. The provisions related to device for indirect vision has been laid down for L5 Category (three wheeled vehicles), M and N category vehicles and L7 which says that the specifications and installation requirement for the device for indirect vision, manufacturing on and after 15-1-2025, should be in accordance with AIS-001 (Part 1) (Rev. 2): 2023 and AIS-002 (Part 1) (Rev. 2): 2023 standard.

  3. For Agriculture tractors, the specifications and installation requirement for the device for indirect vision, manufacturing on and after 15-1-2025, should conform to AIS-001(Part 1) (Rev.2): 2023 and AIS:114-2009 standards.

  4. These Rules also amend the Motor Vehicles (Driving) Regulations, 2017 revising “rear view mirror” with “rear view mirror or devices for indirect vision” wherever they occur.

Note: The words “rear-view mirror” has been substituted for “rear-view mirror or device for indirect vision” in the Rules.
