ABOUT THE CONFERENCE: Modern Warfare, Human Rights and International Law: Challenges and Responses
Modern warfare has evolved beyond traditional combat, posing complex challenges to international law and human rights. With advancements in technology, cyber warfare, and economic tactics, conflicts now extend into digital and economic spheres, threatening global stability. These modern conflicts lead to widespread displacement, erosion of civil liberties, and severe humanitarian crises. Additionally, warfare’s environmental consequences—pollution, habitat destruction, and climate change—further compound global challenges. This conference aims to examine the legal, ethical, and strategic dimensions of modern warfare, fostering discussions on the role of international law in protecting human rights and ensuring global security.
BACKGROUND OF WARFARE
The evolution of warfare refers to the historical progression of combat methods, from early battles fought with basic weaponry like spears and arrows, to modern conflicts utilizing advanced technologies like nuclear weapons, characterized by shifts in tactics, strategies, and the introduction of new technologies across different eras, often categorized into generations of warfare with distinct features like mass infantry, industrial firepower, and now increasingly, cyber operations and information warfare.
MODERN WARFARE & THE LAW
The future of modern warfare is likely to be driven by advanced technologies, hybrid strategies, and ethical problems that will reshape how conflicts are conducted and resolved. Here are some key trends shaping the future of warfare:
1. Artificial Intelligence and Automation: AI is expected to play a major role in warfare, with autonomous systems such as drones, robots, and unmanned vehicles performing tasks ranging from reconnaissance to direct combat. These technologies will allow for faster decision-making and new ways to gather intelligence, though they also raise questions about human control and accountability in warfare.
2. Cyber Warfare and Information Warfare: Cyber-attacks targeting infrastructure, communication networks, and even elections will likely become more frequent, allowing state and non-state actors to inflict damage without traditional military force. Cyber warfare enables nations to strike covertly, with far-reaching impacts on economies and public trust.
3. Biotechnological Warfare: Advances in biotechnology may lead to biological warfare tactics or new medical treatments that enhance soldiers’ performance. Genetic engineering could potentially be used to create biological agents that are difficult to detect and counteract, raising significant ethical and humanitarian concerns.
4. Warfare and Human Rights: Warfare and human rights are deeply interconnected, as armed conflicts often lead to severe violations of fundamental rights. International humanitarian law seeks to protect civilians, prisoners of war, and combatants no longer engaged in hostilities, yet breaches remain widespread. The use of indiscriminate weapons, attacks on civilian infrastructure, and displacement of populations highlight the urgent need for stronger enforcement mechanisms and accountability. As nations navigate modern conflicts, prioritizing human rights through diplomacy, conflict prevention, and adherence to international legal frameworks is essential to reducing suffering and fostering sustainable peace.
5. Economic Warfare and Sanctions: Instead of direct military confrontations, economic tools like sanctions, trade restrictions, and resource control are likely to be used to weaken adversaries. Economic warfare can destabilize governments without physical conflict but often affects civilian populations. Example war between Russia and Ukraine.
6. Environmental Impact of Warfare: Modern warfare will likely consider the environmental consequences of military actions more than ever before, as conflicts over resources like water and food may become more frequent. Additionally, nations may develop green military technologies to reduce their environmental footprint.
7. Challenges in International Law: As warfare evolves with advancements in autonomous weapons, cyber capabilities, and biotechnological warfare, international law faces significant challenges in keeping pace. The legal framework must adapt to address accountability, civilian protection, and the regulation of emerging military technologies. Ensuring compliance with humanitarian law and establishing clear legal standards for modern conflicts remain critical issues in maintaining global security and justice. The future of warfare will not only reshape military strategies but also affect the daily lives of people worldwide, calling for comprehensive strategies to address these challenges and ensure global security in an increasingly complex world.
