The Delhi High Court directed the petition to be treated as a representation to the Chief Secretary, Government, State (NCT of Delhi).
The Court further stated that the respondents were expected to take all possible measures to ensure that forest fire are prevented and if not prevented, at least controlled.
“Legitimate expectation is considered to be a part of the principles of natural justice. This doctrine will be applicable, if by reasons of existing state of affairs, a party is given to understand that the other party shall not take away the benefit without complying with the principles of natural justice.”

During the hearing, an Advocate on the panel of the State of Jharkhand, has requested the Court to not summon the Chief Secretary, but Supreme Court declined the said request because the present matter has not been assigned to any counsel for the State of Jharkhand.
